E. Frank Kirk Vice President of Public Safety Consulting Division
With over 50 years of experience in Public Safety including service as a Fire Chief, EMS Director, 911 Manager, Emergency Communications Center Director, Special Assistant to a County Manager and President of a consulting firm, Mr. Kirk has accrued a wealth of management and organization development experience.
Major accomplishments include planning, development and implementation of a countywide EMS system, evaluation and reorganization of several public safety agencies and participation in several NENA technical development committees.
He served as chairman of groups that reorganized statewide EMS systems in Florida and West Virginia.
He has vast experience in development and implementation of policies, procedures, strategic plans, fiscal budgets and management of large numbers of employees.
As a Deputy Commander of a FEMA Disaster Medical Assistance Team and as an EMS and Fire Service Incident Commander he has been deployed to several major disasters.
His field operation and emergency communications.E-911 experience combined with his management background enable Mr. Kirk to use a systematic approach to evaluate organizations and recommend positive enhancements as may be required.

Terry Johnston Vice President and Senior Project Oversight
Mr. Johnston has over 20 years of experience in public safety communications, project and senior level management in voice, data, and radio communications systems in the public safety and private sectors.
He is currently responsible for technical assessment, review, quality assurance evaluations, and project management.
He provides technical assistance in the assessment, design, specifications, operations, training and implementation of telecommunications, public safety access and public alert/notifications systems.
Also, he spent ten (10) years as the Head of Research and Development for one of the industry leaders in Computer Aided Dispatching, Mobile Data, and System Integration.

Mr. Holt has over thirty eight years of progressive experience in healthcare and emergency response organizations to include 911 technology, firefighting, land based and aeromedical emergency patient transport.
He has a proven ability to mentor and coach employees to enhance their technical, customer service and teamwork skills.
Mr. Holt has demonstrated expertise in assessing, organizing and managing multi-task activities and simultaneous projects.
He has also demonstrated a proven ability to oversee complex computer systems from request for purchase to implementation and maintenance.
